Job Description

Covington Civil and Environmental, LLC is seeking a Project Manager/Grant Specialist to join our expanding team. Principal duties include providing oversight and compliance support over the entire project and grant award life cycle, from proposal/application development and review to oversight of project implementation, procurement, financials, reporting and closeout. This position will perform various analytical and management functions in support of overall project execution related to federally funded grants. Applicants should have experience in federal grants, including 2 CFR 200 and federal disaster recovery programs.

Responsibilities Include:

  • Provide support over the entire award life-cycle; from pre-proposal to closeout, in overseeing project implementation, procurement activities, and reimbursement requests.
  • Assist in the development of project workplans and grant applications including scoping and budget development.
  • Perform procurement and contract reviews including budget reviews, cost/price analysis, and compliance reviews of contract documents with grant and subaward documents, including 2 CFR 200.
  • Perform regular monitoring of grant award activities including regular progress calls with funding agencies and downstream grant recipients.
  • Review and process reimbursement requests of project costs for compliance with grant award terms and conditions, and 2 CFR 200.
  • Prepare required reports including semi-annual, annual and closeout reports.
  • Gather and prepare supporting documentation at the direction of the Program Manager.
  • Significant spreadsheet work with Microsoft Share Point/Excel.
  • Project coordination and oversight.
  • Coordination with grant recipients.
  • Data Analysis, Data Entry, and Data Reconciliation.
  • Digital File Organization and Management.
  • Assist in documenting and improving processes and procedures.
  • Other daily duties as assigned.

Qualifications

  • Possess a bachelor’s degree and 1-3 years of progressive experience in awards management, subcontracting/procurement, and/or proposal development. Or possess equivalent combination of education and experience.
  • Hands-on experience with and knowledge of US Federal requirements required (FAR, 2 CFR 200/Uniform Guidance).
  • Demonstrate knowledge of common contract instruments, including Cost Reimbursement, Fixed, Price, Time and Materials, and Indefinite Delivery types.
  • Display familiarity with proposal and award budgets, basic cost/price analysis, and reviewing supporting documentation.
  • Exhibit proven negotiation skills, including the ability to make sound decisions and apply creative problem-solving capabilities.
  • Thrive working in a fast-paced environment maintaining details and multiple priorities by showing exemplary organizational and analytical skills.
  • Utilize diplomatic skills, including ability to effectively manage varied internal and external relationships, and maintain organizational confidentiality.
  • Exercise strong written and oral communication skills as well as solid computer skills; capable use of MS Office, particularly Excel and Word.
